BUFFALO, N.Y. (WIVB) - The head of the Erie County SPCA held back tears while releasing a sad and stunning report on suspected animal abuse at the Niagara County animal shelter.
The scathing report is painting a very ugly picture of suspected animal abuse at the Niagara County SPCA. Barbara Carr's report claims the shelter's Executive Director, John Faso, showed little interest in caring for the animals. The report also points to a cruel method of euthanasia and that a lack of action led to death.
A "dysfunctional" board of directors. "Totally improper" procedures for euthanizing animals. Those are just a few of the serious concerns raised following Barbara Carr's examination. The 115-page report, which you can read in full right here, paints an ugly picture - and is highly critical of the Niagara County SPCA.
Carr spent three weeks investigating the shelter. She found a complete lack of standard operating procedures, that euthanasia due to space restraints was fairly common, and that when it comes to the use of controlled substances, records were inadequate.
Carr choked up while describing a procedure known as "intercardiac injection," a painful injection to the heart, she says, used to put down some animals.
"Animals, in my opinion, were given a shot which I'm sure hurt, of Rompun, and that caused them to throw up," said Carr.
Why would the shelter be allowed to stay open with such horrific things going on inside?
Carr responded, "It's a private, non-profit organization. It's not a government agency that can be shutdown. There are no guidelines in New York State for shelters."
Kathy Kachurek, who's volunteered at the shelter for a year and a half, says she's crushed by the report's findings.
"I just can't believe that people that are supposed to love animals would do this," said Kachurek.
Carr said, "If [residents] don't take part at this point, more animals will definitely suffer. It is really important that the citizens of Niagara County make this shelter their shelter."
The report recommends, among other things, that the board of directors should consider a complete restructure, that a mission statement be developed, and that each board member should stand for re-election.

There is NO vet on staff there but they had a vet tech administering Heart-Stick euthanasia using Rompun.
